Maintain transparency while implementing the departmental programs:Vijay Bahuguna

Rudrapur/ Dehradun, April 21, 2012:
Chief Minister Vijay Bahuguna has expected sincerity and integrity from the government officers while discharging their duties so that every development program reached to a common man. He also asked the concerned officers to prepare detailed report on the damage caused by seasonal rivers to agriculture during rain and submit report within 15 days to him.
Chief Minister while reviewing the departmental development programs at Mandi Directorate Auditorium, Rudraprayag on Saturday also asked the officials to maintain transparency while implementing the departmental programs. Reviewing the projects of Irrigation Department, Chief Minister issued instructions to the officers to take sufficient measures to prevent damage to the harvest by Fika, Dhaila, Levda, Koshi, Pravin and Devhi rivers during rainy season. Stating that this not only damaged agricultural lands through erosion but also caused loss of human lives, he asked them to prepare proposal of preventive measures and submit it to the Government within 15 days, so that with the coordination of the Centre amount of Rs. 3 crores could be made available. Mr. Bahuguna said that there had been a good harvesting of Wheat crop. Keeping in mind the interest of the farmers, the Centre too had set a good support price for Wheat. He instructed the District Magistrate to monitor the purchase centres personally and ensure that no any kind of harassment of farmers took place. He said that farmers would be paid in full as there would not be allowed any shortage of fund for the payments to farmers.
While reviewing the PWD, Chief Minister Bahuguna said that roads were the backbone of development and their upkeep should be of high level. He revealed that the government had set a target of constructing 120 km long road. He issued instructions to the Departmental Engineers to conduct survey of their respective areas where new roads were to be constructed and submit report to the government. He warned the departmental officers that irregularities, slackness or corruption would not be tolerated in development works. He made it clear that overall development of the state was in government's  priority list and every government official was responsible to take all the development works, initiated by the government, to the last person diligently.
Parliamentary Affairs and Finance Minister Indira Hridayesh said that the government was looking for the solution to problems relating to fourth category land in the state and very soon a positive result was bound to come. Irrigation and Revenue Minister Yashpal Arya said that the condition of roads at Bajpur assembly constituency were in bad shape hence the Department should try to repair them on priority basis. Mandi Chairman Dr. Shailendra Mohan Shinghal spoke about the various problems relating to wheat storage and urged the Chief Minister to make payment of Rs. 100 crore to farmers. Pointing towards the drying wells, he also sought fund from the State Sector for installation of new wells. Area MLA Rajkumar Thukral, pointing towards the increased number of road accidents in Rudrapur due to heavy traffic, demanded construction of a By-pass Road from Chhatarpur. The meeting was attended by IG Ram Singh Meena, District Magistrate Brijesh Sant, SSP Pushpak Jyoti, ADMs Ranvir Singh Chauhan and Anand Srivastava, CMO YC Sharma, former MP Mahendra Pal, Narayan Singh Bisht and officers of Power, Education and other departments.
