P.Chidambaram Urges All Stakeholders for Debate on J&K Interlocutors Report


The Union Home Minister Sh. P. Chidambaram has urged all stakeholders and all those who are interested in finding a peaceful and durable solution to the issues concerning J&K to read the interlocutors report in full and participate in an informed debate.   He said Government has not yet taken a view on the report and looks forward to such an informed debate.  He was presenting the Report Card of Ministry of Home Affairs for May, 2012 here today.  On May 24, 2012, the final report – ‘A New Compact with The People of Jammu and Kashmir’ of the Group of Interlocutors for J&K was released. The report has been uploaded on the website of MHA (www.mha.nic.in) and copies have been placed in the library of Parliament. 
            On May 24-25, 2012, the second round of Home/Interior Secretary level bilateral dialogue between India and Pakistan was held at Islamabad and a joint statement was issued, he said.  The two sides reached an agreement on the release of fishermen who have completed their sentences, along with their boats.  Agreement has also reached on transfer of prisoners.  The two sides agreed in principle to initiate negotiations on a Mutual Legal Assistance Treaty.
            On May 5, 2012, a meeting of Chief Ministers on National Counter Terrorism Centre (NCTC) was held at New Delhi.
Visit to States
            On May 12, 2012, the Minister said he visited Itanagar, Arunachal Pradesh and held a security review meeting with the Chief Minister and senior officials of the State Government. The focus was on implementing the CCS-approved plan for Tirap, Changlang and Longding districts.
            On May 23, 2012, the Home Minister inaugurated Zashn-e-Kashmir function at Kargil in Ladhak. Later, he visited Srinagar and held a security review meeting with the Chief Minister and senior officials of the Government of Jammu and Kashmir.

Internal Security

            On May 1, 2012, he held a meeting with Chief of Air Staff and Defence Secretary regarding deployment of helicopters in the LWE-affected States.
            On May 18, 2012, he held a meeting with the Directors General of BSF, CRPF, ITBP & CISF to review the situation in the LWE-affected States.
            A sum of Rs.3.27 crore was sanctioned as assistance to
109 beneficiaries at the rate of Rs.3 lakh each under the Central scheme of assistance to the victims of terrorist/communal/naxal violence.
North East
            On May 5, 2012, he held meetings with the Chief Ministers of Arunachal Pradesh, Assam and Meghalaya to discuss security related issues including inter-State issues.
            On May 10, 2012, an advisory on discrimination and racial profiling faced by Indian citizens of North Eastern States was issued.
            North-Eastern Areas (Reorganizations) and other related laws (Amendment) Bill, 2012 was passed by both Houses of Parliament to enable establishment of separate High Courts in Meghalaya, Manipur and Tripura.
Jammu and Kashmir
            On May 10, 2012, the Approval Committee of Special Industry Initiatives (SII), J&K, approved the proposal of Yes Bank and HCL Technologies Ltd. to train 150 and 5000 candidates in five years, respectively, under the Udaan Scheme.

            Sanctions amounting to Rs.44.70 crore were issued for the acquisition of land and construction of office/residential/other infrastructure buildings for the following CAPFs:

            On May 4, 2012, Rs.6.11 crore was sanctioned to NSG for procurement of 13 nos. Bullet Proof vehicles.
            On May 10, 2012, revised sanction of Rs.97.71 crore was accorded to BSF for 2nd Phase procurement of equipment for new Bns/Sectors/Ftrs.
            On May 10, 2012, sanction was given for augmentation of 21 additional posts at the National Training Centre for Dog (NTCD), ITBP at Bhanu, Chandigarh.
            On May 15, 2012, an amount of Rs.56.67 lakh was released to North Eastern Police Academy (NEPA), Shillong for construction purposes.
            On May 23, 2012, sanction for creation of 6 posts of Inspector General including 4 posts for Anti-Naxal Operations to be located in the states of Chhattisgarh, Jharkhand, Odisha and West Bengal and 2 posts at Force Hqr. was issued.
            During the month, LoI for System Integrators was issued by the States of Goa and Nagaland under the CCTNS project. As of now, 19 LoIs have been issued to SIs out of which 15 contracts have been signed. Further, 25,000 personnel were trained in the month under capacity building. The cumulative figure for the personnel trained is 4.79 lakh. Capacity building (infrastructure) was completed for 5 units in the current month taking the cumulative figure to 866 units.
            Lump sum ex-gratia compensation amounting to Rs.2.25 crore was sanctioned to the next of kin of 20 deceased CAPF personnel.
            Sanction was issued for creation of 1004 posts in CISF for induction/augmentation at the following installations/establishments:

Border Management

            India-Bangladesh Border: In May 2012, 8 kms of fencing and
7 kms of road works were completed under phase II of the project. Poles for floodlighting were erected on a length of 15 kms and cables were laid on
15 kms stretch during the month.
            Coastal Security: An amount of Rs.1.75 crore was released to the coastal States/UTs for construction of Coastal Police Stations and Jetties.
            Border Area Development Programme (BADP): An outlay of Rs.990 crore has been earmarked in the budget of 2012-2013 under BADP and the same has been allocated to the 17 Border States. Annual Action Plans of 6 States, viz. Manipur, Meghalaya, Nagaland, Sikkim, Tripura and West Bengal have been received and necessary funds as per allocation will be released.
Immigration
            On May 25, 2012, the Home Minister inaugurated the Central IVFRT (Immigration, Visa and Foreigners Registration & Tracking) office at Delhi. He said that this is a major milestone and we believe that we now have the capacity to record every visitor who enters India through any of the international gateways or ICPs.  An Unique Case File (UCF) will be created for every visitor.
            Integrated on-line visa application system under the Mission Mode Project on IVFRT (Immigration, Visa and Foreigners Registration & Tracking) was made operational at the Indian missions/embassies at Tokyo and Osaka-Kobe in Japan, Seoul in South Korea, Mombasa in Kenya andAdilya in Bahrain. This facility is now operational at 65 Indian Missions abroad.
            One Pakistani prisoner and 16 Pakistani fishermen were repatriated to Pakistan on completion of their sentences.
IPS
            Shri Subash Joshi, IPS (UK:76) was appointed as Director General, National Security Guard (NSG).
            Notifications for promotion of State Police Service Officers (SPS) to Indian Police Service (IPS) in respect of 4 SPS Officers of Nagaland, 4 SPS Officers of Assam and 15 SPS officers of Gujarat were issued.
            The Central Police Establishment Board approved the empanelment of 125 IPS officers of 1998 and earlier batches to hold Deputy Inspector General/equivalent level posts at the Centre.

Union Territories

            On May 4, 2012, approval of the Central Government to the Indian Stamp (Delhi Amendment) Bill, 2011 was conveyed to the Government of NCT of Delhi.
            On May 17, 2012, approval of the MHA was conveyed to the Government of Puducherry for signing of a Partnership Agreement on Cooperation with the Department of d’ille-et-Vilaine, France for promoting cultural exchange.
Disaster Relief
            On April 30, 2012, the first regional workshop for the north-eastern zone was held at Shillong and, on May 24, 2012, the second regional workshop for the southern zone was held at Hyderabad by the Task Force constituted for review of the Disaster Management Act, 2005.
            On May 28, 2012, the Annual Conference of Relief Commissioners/Secretaries (Disaster Management) of States/UTs 2012 was held at Delhi.
            During the month, National Disaster Response Force (NDRF) teams comprising 304 personnel and 25 boats were deployed for rescue and relief operations during floods and other emergencies in the States of Andhra Pradesh, Assam, Bihar, Delhi, Haryana, Maharashtra, Odisha and Punjab.
            During the month, National Institute of Disaster Management (NIDM) conducted 5 training programmes with 125 participants on different aspects of Disaster Management.

Census 2011 and National Population Register (NPR)

            Scanning of Population Enumeration schedules has been completed. The data processing of more than 22 crore (81.48%) out of the total of 27 crore schedules has been completed.
            The capture of biometrics for National Population Register (NPR) is in progress and, as on date, data entry of 62.85 crore persons and biometrics of 2.5 crore persons have been completed. Under the coastal NPR, more than 27.5 lakh cards have been produced so far.
            Field work for the 2nd round of Annual Health Survey has been completed in 230 districts and the same is in progress in 54 districts across all the 9 Annual Health Survey States (viz. Assam, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Rajasthan, Uttarakhand and Uttar Pradesh).
NIA
            On May 18, 2012, sanction for prosecution was accorded to prosecute three accused in Case Crime No. RC-01/2011/NIA-Guwahati pertaining to nexus between Peoples Liberation Army (PLA) and CPI(Maoist) to wage war against the country by organizing terrorist camps, extorting money, recruiting personnel and imparting training for carrying out terrorist acts.

Judicial

            During the month, the President gave her assent to the following Bills:
            a)         The Registration (Maharashtra Amendment) Bill, 2010
            b)         The Goa Lokayukta Bill, 2011
            c)         The Manipur Medical Council Bill, 2009
            d)         The West Bengal Land Acquisition Laws (Amendment and Validation) Bill,         
                      2011.
            Three mercy petitions of four condemned prisoners namely Om Prakash of Uttarakhand, Satish of Uttar Pradesh and Karan Singh and Kunwar Bahadur Singh of Uttar Pradesh were considered under Article 72 of the Constitution and their death sentences were commuted into imprisonment for life.
Other matters             
            Vide notification dated 14.5.2012, the Liberation Tigers of Tamil Eelam (LTTE) was declared to be an ‘Unlawful Association’ for a period of two years, under the provisions of Unlawful Activities (Prevention) Act, 1967.
            On May 16, 2012, an advisory on the procedure to be followed in the arrest of persons outside the jurisdiction of the State/UT concerned was issued to all State Governments/UTs.
            An amount of Rs.10.22 lakh was released to National Informatics Centre Services Inc. (NICSI) for the creation of a web portal on anti-human trafficking.
            2,861 records of claims and compensation paid to displaced persons were computerized in May, 2012. The database now has 10,45,885 records.
            The drive to implement the judgments of Courts in relation to pension to freedom fighters continued. During the month, 9 judgments were implemented and 177 judgments are pending for implementation.
